Abstract

Dr. Class Beckord traced the origin of the Ruhr region in Germany and how the “regional planning approach” helped the region to become a model for peri-urban development for Europe and other parts of the world. This was possible because the Ruhr regional planning authority interacted closely with state, regional and local planning forums who were guided by experts in different sectors on a continuous basis. The focus then shifted to Sriperumbudur, with Prof. Christoph Woiwode(Bath Spa University)and Mr.Tobias Kuttler (TU Berlin) discussing its industrialisation and politics. They revealed that SIPCOT (State Industries and Promotion Corporation of Tamil Nadu) has steered the development process in the region by developing a system of parallel governance leading to spatial fragmentation and uncoordinated decision making. Spatial fragmentation and societal disconnects were the essence of Prof. Karen Coelho’s presentation on Ambur town. She explained that there is a huge “disconnect between the dynamism of Ambur's leather industry and the quality of life of its residents”. Despite problems such as drinking water scarcity, non- existence of economic mobility and limited employment opportunities, Ambur is perceived as a ‘high-growth potential’ industrial cluster yet is unregulated and haphazard in its development. On a different note, Prof. Peter Struss spoke about integrated modelling of water management and governance. He stressed on the concept of sustainable peri-urban development and the need to develop biological,chemical, hydrological and economic models of the peri-urban region to understand the effect of one process on the other.
